Statement by the Peel Police Service Board on the Results of Project Warlock

Brampton – The Peel Police Service Board proudly commends Peel Regional Police on the successful conclusion of Project Warlock, a six-month investigation targeting the rise in home invasions and carjackings in the Region of Peel. We extend our heartfelt gratitude to the dedicated members of Peel Regional Police and our valued partners, including the OPP, the Provincial Joint Carjacking Task Force, York Regional Police, Waterloo Regional Police, and Barrie Police for their exceptional efforts and results.

Project Warlock, launched in January 2024, led to the arrest of 18 individuals connected to 17 violent incidents. These crimes targeted luxury items and high-end vehicles, sometimes resulting in serious injuries to victims. Thanks to our investigators’ unwavering commitment, 150 charges have been laid, four firearms and two replica firearms seized, and 12 stolen vehicles valued at $1.2 million recovered. Additionally, over $55,000 worth of stolen property was reclaimed.

However, these results highlight a critical issue: the urgent need for criminal justice reform. Repeat offenders, many out on bail, continue to pose a significant threat to Peel residents. The rise in violent crimes leaves many victims feeling unsafe in their homes. The arrest of individuals during Project Warlock, some already on release orders for prior charges, underscores the urgent need for bail reform. It is unacceptable that victims of these crimes no longer feel safe in their own homes. The safety and peace of mind of our residents must come first, and the Peel Police Service Board and Peel Regional Police are steadfast in their commitment to enhancing public safety.

The Peel Police Service Board has been vocal in calling for comprehensive bail reform. In numerous letters to the Prime Minister, Justice Minister, and Public Safety Minister, we have emphasized that the current bail system in Canada must prioritize public safety and the protection of victims. We advocate for legislative changes that expand reverse onus offences for chronic, violent offenders, including those charged with illegal firearm possession, violent home invasions, and intimate partner violence. Immediate action on bail reform is necessary to prevent these individuals from further jeopardizing public safety.

Our community members must be assured of their safety. The rise in home invasions and carjackings reminds us that significant changes are needed to protect our residents. We are dedicated to working with federal and provincial stakeholders to develop effective legislative, policy, and resource solutions that enhance public safety and support our residents' well-being.

Together, we can create a safer community where every resident feels secure in their home and daily life.
