Peel Police Service Board Launches Comprehensive Diversity Plan to Strengthen Inclusive Policing in Peel

Brampton, ON – The Peel Police Service Board today announced the release of its 2025 Equity, Diversity, and Inclusion (EDI) Plan, a legislatively mandated framework developed in accordance with the Community Safety and Policing Act (CSPA). The plan outlines a transparent and measurable strategy to promote equity, diversity, and inclusion within Peel Regional Police (PRP) and in the Board’s oversight of policing in one of Canada’s most diverse communities.
Grounded in the belief that inclusive policing is fundamental to community trust and public safety, the plan focuses on four key objectives: 1) reflecting community diversity through targeted recruitment and demographic alignment; 2) enhancing cultural competency through training and community collaboration; 3) strengthening trust with diverse communities via transparent engagement and accountability; and 4) promoting inclusion and equity within PRP’s internal policies, leadership development, and career advancement opportunities.
This plan builds on foundational work led by the Board and PRP, including the 2019 legally binding Memorandum of Understanding with the Ontario Human Rights Commission (OHRC), the Canadian Centre for Diversity and Inclusion (CCDI)’s equity audit of PRP and the establishment of the Board’s Governance & Human Rights Committee. Together, these initiatives have helped lay the groundwork for systemic reform, institutional accountability, and better representation at all levels of policing in Peel.
“This Diversity Plan is not just a compliance document—it’s a call to action,” said Len Carby, Chair of the Board’s Governance and Human Rights Committee. “It reflects the priorities we’ve heard in community consultations and sets out a clear path forward. Our responsibility as a Board is to ensure it drives meaningful change across the Service and within our approach to oversight.”
The plan also includes a robust monitoring and evaluation framework to ensure its ongoing relevance and effectiveness. Regular reporting and public updates will form part of the Board’s commitment to transparency and progress.
As part of this commitment, the Board will continue its dialogue with residents and community partners through additional public consultations planned for later this year. Community members are encouraged to take part in these sessions, provide feedback online, and help shape the path forward.
The Board invites all members of Peel’s diverse community to actively engage with the Equity, Diversity, and Inclusion Plan. The voices, experiences, and insights of residents are vital to building a police service that reflects and respects the people it serves—and to building a safer, more equitable Peel Region for all.
